Mr. Monroe Neal, Jr. was appointed to the Senior Executive Service in April 2023 when he started serving in his current role as Federal Emergency Management Agency’s Deputy Chief Financial Officer (CFO). As Deputy CFO, Mr. Neal serves as an advisor to FEMA leadership and CFO, providing advice and counsel to the Chief Financial Officer and senior FEMA leadership for budgetary and fiscal matters including financial management, accounting policy and systems, management control systems, budget formulation and execution, financial audit, and general management improvement programs. Mr. Neal represents FEMA to the Department of Homeland Security, Office of Management and Budget, and Congressional offices and Committees on related matters, in addition to co-leading an organization of 500 professional and technical staff. 

Mr. Neal is a retired Air Force Colonel who developed his executive-level acumen over the course of a nearly 27-year military and consulting career, focused on Financial Management. Mr. Neal has exceptional enterprise budget architect and program integration knowledge and skills involving multi-billion-dollar appropriations. His broad professional perspective spans strategic and operational assignments utilizing in-depth knowledge and application of the planning, programming, budgeting, and execution (PPBE) process. As a military officer, Mr. Neal served in many key positions including his last as the Acting Military Deputy, Assistant Secretary of the Air Force for Space Acquisition and Integration in the Pentagon where he led a joint service team of professionals responsible for tracking and assessing a space portfolio worth over $118 billion providing decision support for military space leadership. Since retiring from the military in 2021, Mr. Neal has served as Senior Financial Management consultant for The Intelligence and Security Academy, LLC of Arlington, Virginia where he guided senior Department of Defense Executives through the PPBE processes including Congressional matters.

Mr. Neal earned a Master of Science degree in Cost Analysis from the Air Force Institute of Technology and a Bachelor of Business Administration in Banking & Finance from the University of Mississippi where he also received his commission through the AF Reserve Officer Training Corps. Additionally, Mr. Neal holds two certifications: the DoD Financial Management Level III (Highest Certification Level) and a Defense Financial Manager with an Acquisition emphasis (CPA Equivalent).
