Incident Support Branch

Analyze emergent threats, provide synchronized logistics and supply chain management through planning prior to and during disasters.

Our Mission

The Incident Support Branch comprises of two sections, Logistics Planning and Future Planning, and acts as a critical integration hub for the entire Response enterprise, facilitating integration across planning and operational functions within various divisions and offices as well as integration of headquarters, regional, and field activities before and during incident response.

What We Do

The Incident Support Branch facilitates coordinated and collaborative planning partnerships across FEMA directorates and between FEMA and interagency partners during steady-state and incident response and provides technical assistance for logistics planning and crisis action planning expertise to interagency and SLTT partners to improve readiness across the whole community.

Logistics Planning

Logistics Planning establishes and facilitates a coordinated, synchronized, and collaborative logistics planning partnership between FEMA HQ LMD Plans, ORR Plans Division, Mass Care, other FEMA Directorates, Regional staffs, ESF-3, ESF-6, General Services Administration, American Red Cross (ARC), other Federal Agencies (OFAs), Non-Governmental Organizations (NGOs), Voluntary Organizations Active in Disasters (VOADs), and Private Sector Partners.

Personnel in the Logistics Planning also co-lead the Distribution Management Strategy Working Group (DMSWG) and provides ESF-7 Logistics Program Support. A select list of Logistics Planning products and deliverables are:

  • Concepts of Resource Support for 56 states and territories
  • Annex D (Logistics) for all FEMA and interagency plans
  • Logistics Planning, Readiness, and Assistance Teams (LPRAT)
  • Logistics Capability Assessment Tool (LCAT)
  • Federal Resource Capability Inventory (FRCI)

Future Planning

Future Planning develops iterative analytical products that contextualize threats or hazards in coordination with internal and external stakeholders to inform leadership actions and decisions while also ensuring planning and operations staff are working from a common operating picture for all-hazards incidents.

Future Planning also applies crisis action planning processes to lead adaptive planning efforts for emerging threats and hazards and provides ESF #5 adaptive planning support to interagency partners for non-Stafford Act threats and hazards to lead or support operational plan development.

  • Situation Assessment Brief (to include SAB Plus)
  • Executive Analysis Brief
  • Information Analysis Brief
  • Crisis Action Planning (for Stafford and non-Stafford threats and hazards)
  • ORR executive decision-support products (e.g., timelines and checklists)
