Deputy Chief Security Officer

Ms. Kimberly Brown Davis was appointed as the Deputy Chief Security Officer (DCSO) for the Federal Emergency Management Agency (FEMA) in October 2021, after serving as the Acting DCSO August 2020 – October 2021. As the Deputy CSO, Kim supports the implementation of security services and programs, which protect FEMA’s personnel, information and resources. Kim is committed to integrating resources and establishing networks to lead teams of security professionals to identify, mitigate and counter threats and vulnerabilities. She was selected to serve as the Acting CSO from August 2022 until January 2023, where she continued leading with a strategic lens, identifying and implementing innovative security solutions, fostering creativity and collaboration, while improving engagement.

Prior to this assignment, Kim served as the Director for the Personnel Security Division (PSD) in the FEMA Office of the Chief Security Officer (OCSO). In this position, she managed the administration of the FEMA Personnel Security, Suitability and Fitness Program. Kim joined FEMA OCSO in September 2016, but her federal career spans over thirty years. She has over twenty years of security experience; having served as Personnel Security Chief at the Department of Treasury; and Personnel Security Deputy Chief at the Transportation Security Administration; beginning her Personnel Security career in the Department of Defense, Defense Office of Hearings and Appeals in 2000.

Professional accomplishments include providing oversight in maturing the Security Community of Practice, guiding the development of the OCSO Strategic Implementation Plan and implementing process improvement strategies for Personnel Security processing to ensure agency compliance with the Intelligence Reform and Terrorism Prevention Act (IRTPA). Kim oversaw the FEMA PSD operations during the 2017 Hurricane season in which the organization processed over 95,000 cases within a 3-month period. She mostly enjoys the opportunity to mentor future leaders.

Kim earned a Bachelor of Science in Management from University of Maryland University College (UMUC) and a Certificate of Paralegal Studies from UMUC. She successfully completed the FEMA Pinnacle Leadership Program. In her free time, Kim enjoys spending time with her family, especially her children and grandchildren.
