Lilian Hutchinson currently serves as the Deputy Regional Administrator for FEMA Region 3. Prior to her current position, Ms. Hutchinson served as the Region 3 National Preparedness Division Director from November 2018 to June 2024.
As the Mid-Atlantic’s Federal Preparedness Coordinator, Ms. Hutchinson led and facilitated all federal efforts to assist state and local emergency management and emergency response organizations to build and sustain capabilities to respond to any emergency or disaster such as terrorist incidents, natural or man-made events. She also worked closely with those partners to align their efforts and expand their reach by integrating stakeholders from the private and nonprofit sectors. From January to June 2021, she served as FEMA Region 3 Acting Deputy Regional Administrator.
During disaster operations in Region 3, Lilian deployed to FEMA’s National Response Coordination Center (NRCC) and served as an integral advisor to senior leaders on regional plans and capabilities.
Ms. Hutchinson previously served as the FEMA Region 3 Mission Support Division Director, overseeing the Region’s customer-focused business management services and disaster support functions. Before moving to Region 3 in 2017, she spent ten years at FEMA Headquarters in the Office of the Chief Procurement Officer as the Section Chief for the Disaster Acquisition Response Team and deployed to over two dozen disasters as the leading subject matter expert in disaster and housing contracting.
Prior to joining FEMA, Lilian served as a Contract Administrator for the Defense Contract Management Agency.
Ms. Hutchinson holds a Bachelor of Science in Accounting from the University of Central Florida and a Masters in accounting from Florida Atlantic University.
