Associate Administrator (Acting)

Robin Keegan has recently joined FEMA on detail as Acting Associate Administrator for Resilience. Ms. Keegan is a policy thought leader and practitioner committed to transforming communities through proven strategies in resilience and economic equity. As an appointee in the Biden-Harris Administration, Ms. Keegan has most recently served as the Senior Advisor for Economic Recovery and Resilience and Deputy Assistant Secretary for Economic Development at the U.S. Department of Housing and Urban Development. In addition, Ms. Keegan established a new office to oversee and manage implementation of more than $4.5 billion in Congressionally-directed spending grants for housing, economic development, resilience, infrastructure, and community services. 

Prior to joining the Administration, Ms. Keegan founded Spring Industries, LLC, a mission-driven consulting firm that provided advisory services to multiple government clients. Ms. Keegan also previously served as the Executive Director of the Louisiana Recovery Authority. 

Ms. Keegan has previously trained the next generation of community real estate developers and disaster resilience experts through a dual position as Adjunct Lecturer in Tulane University’s Master of Sustainable Real Estate Program housed in the School of Architecture and Senior Fellow in the School of Social Work’s Disaster Resilience Leadership Academy. 

Areas of focus will include designing a Resilience-wide Customer Experience (CX) strategic approach to support program journey mapping and mature Resilience’s CX capabilities that aligns to Department and Agency initiatives and institutionalizing a place-based approach to build more resilient communities.
