Deputy Regional Administrator

Robert “Rob” Ashe is the Deputy Regional Administrator in FEMA Region 4, which is based out of Atlanta. As the Deputy Administrator, he leads the federal emergency programs in the states of Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee and six Tribal Nations. 

Prior to assuming this role, Mr. Ashe served as the National Preparedness Division Director and Federal Preparedness Coordinator for Region 4, a position he began in December 2022. In this capacity, Mr. Ashe was responsible for leading and coordinating the efforts of the region’s workforce to administer federal emergency preparedness, mitigation, response and recovery programs in coordination with state, local and tribal emergency management. Mr. Ashe was also charged with providing guidance and oversight of education, training and exercises, as well as instilling equity, promoting climate resilience and promoting and sustaining a ready FEMA and prepared nation.

Mr. Ashe joined FEMA in 2020 as Deputy Division Director of Region 4’s Mission Support Division.

He served 29 years with the United States Army, retiring as a Colonel. His final assignment was with United States Army North as the Defense Coordinating Officer for FEMA Region 4. Ashe deployed in support of Hurricanes Irma, Florence, and Michael, and directed the employment of significant Department of Defense forces from the Army, Navy, Air Force and Marines in support of the region’s response operations.

Mr. Ashe has a Bachelor of Science degree in Criminal Justice from Albany State University, a Master of Military Science degree from The School of Advanced Military Studies and a Master of Strategic Studies degree from the Army War College. His awards and decorations include The Distinguished Service Medal, (2) Legion of Merit, (3) Bronze Stars, (6) Meritorious Service Medals and the Combat Action Badge.

He is married and has two sons.
