For the BRIC program, mitigation planning activities should result in a FEMA-approved hazard mitigation plan or contribute new information to an existing hazard mitigation plan. This program support material provides information on mitigation planning activities that are eligible under the State or Territory Allocation and Tribal Set-Aside portion of the grant program. Subapplicants are required to have a FEMA-approved Local or Tribal Hazard Mitigation Plan by the application deadline and at the time of obligation of grant funds for mitigation projects and capability-and capacity-building activities, with the exception of mitigation planning.

FEMA will provide non-financial Direct Technical Assistance to a maximum of 20 communities to support the mitigation outcomes of the BRIC grant program. Technical assistance may include working with communities to ensure stakeholders are capable of building and sustaining successful mitigation programs, helping communities develop high-quality applications, developing local partnership networks, and assistance with implementing new and innovative projects that reduce risk from a wide range of natural hazards.

A qualitative review will be conducted on the subapplications submitted for consideration under the national competition portion of BRIC. FEMA will convene a national review panel to score the subapplications using the qualitative criteria. Phased projects are complex projects for which FEMA provides funding in phases to subapplicants to prepare the technical and/or environmental information, including design, engineering studies, final benefit-cost analysis (BCA), and permitting, before issuing a full construction approval. Phasing is intended for projects that are in development, but for which funding is lacking to complete certain technical pieces. This program support material provides detailed information about phased projects eligible for funding under BRIC, including an overview of the phased projects process, an explanation of how they differ from project scoping activities, and a description of when and how to use the phased project approach.
