Summary Depending on periodic requirements and/or unforecasted incidents, our Public Private Partnership ranges from the city to the federal level. Background With over 45,000 employees across the globe, we believe in fostering the PPP at what I have referred to as the “ground pounder level.” Locally this began with the local fire department that has supported us in exercises and various incidents. This has also included the public-private structure of the Tysons Corner Security Association and our membership with the Local Emergency Planning Committee (LECPs) in Prince William and Fairfax County in our effort to continually “connect the dots.” We meet either monthly or quarterly, but what’s important is the constant exchange of information, the face-to-face coordination, and creating a situational awareness where we can in the proverbial sense “shake hands before a disaster rather than pointing fingers after a disaster.” Goals and Objectives 1. Encourage others to engage in a public private partnership endeavor wherever they work or live. 2. Encourage the public sector to more actively engage the private sector in various levels of responsibility. 3. Encourage the public sector to ensure that their private sector counterparts are involved in training and exercises at the city, county, and state level. Description 1. Active participation in LEPCs, would encourage the chairman’s of LEPCs to more actively solicit the assistance of their private sector partners in all facets of the response preparedness cycle. 2. Tysons Corner Security Association: Encourage both the private and public sector to engage other jurisdictions in forming key associations (security,emergency management, health, etc.) which would meet periodically to review roles and responsibilities in an all-hazards environment. Requirements for Success Get proactive and take the initiative. Folks need to transition from “talk-the-talk” to “walk-the-walk.” Recommend establishing a public private partnership forum at the federal level in the National Capital Region as a pilot project creating an environment that would bring public and private sector entities together on a periodic basis much like the telecommunications and IT communities do now.
