Manning Deputy Administrator National Preparedness and Protection SUBJECT: Fiscal Year 2010 Transit Security Grant Program Guidance and Application Kit On December 8, 2009 the Grant Programs Directorate (GPD) and National Preparedness Directorate (NPD) within the Federal Emergency Management Agency (FEMA) announced the availability for 13 of the Department of Homeland Security’s Fiscal Year (FY) 2010 preparedness grant programs. Today, we are pleased to announce the availability of the FY 2010 Transit Security Grant Program (TSGP) Guidance and Application Kit. This bulletin provides details on the TSGP. The kit will be available online at http://www.fema.gov/grants later today. The FY 2010 TSGP provides $253,000,000 to the Nation’s high-threat urban areas for enhancement of security measures at critical transit infrastructure including bus, ferry, and rail systems. The purpose of the FY 2010 TSGP is to create a sustainable, risk-based effort to protect critical surface transportation infrastructure and the traveling public from acts of terrorism, major disasters, and other emergencies. Certain ferry systems are eligible to participate in the FY 2010 TSGP and receive funds under the Tier I cooperative agreement process. However, any ferry system electing to participate and receive funds under the FY 2010 TSGP cannot participate in the FY 2010 Port Security Grant Program (PSGP) and will not be considered for funding under the FY 2010 PSGP. Likewise, any ferry system that participates in the FY 2010 PSGP cannot be considered for funding under the TSGP. Completed applications for FY 2010 TSGP must be submitted no later than 11:59 p.m. EST, February 18, 2010. The Department of Homeland Security will evaluate applications and act on them within 60 days of the submission deadline. Detailed guidance and application instructions for the FY 2010 TSGP are provided at http://www.fema.gov/grants. Eligible applicants must apply through the online Grants.gov system at http://www.grants.gov.
