Henke Assistant Secretary, Office of Grants and Training SUBJECT: Fusion Process Orientation Technical Assistance Effective prevention efforts depend on the ability of State, local, and tribal governments to collect, analyze, disseminate, and use Homeland Security-related information and intelligence. This capacity, known as the “fusion process,” is a key component of the Expanded Regional Collaboration and the Information Sharing and Collaboration National Priorities as defined by the National Preparedness Goal. The Department of Homeland Security, Preparedness Directorate, Office of Grants and Training (G&T), in partnership with the Office of Intelligence and Analysis (I&A) is pleased to announce the availability of Fusion Process Orientation Technical Assistance – a comprehensive service that assists jurisdictions in the establishment of a common understanding of the fusion process and its implementation nationwide. The Fusion Process Orientation Technical Assistance curriculum has been developed based on the findings of the Homeland Security Advisory Council (HSAC)’s Final Report – "Homeland Security Intelligence and Information Fusion,” the Global Justice (Global) Information Sharing Initiative – “Guidelines for Establishing and Operating Fusion Centers at the Local, State, Tribal, and Federal Level,” and the four fusion-related target capabilities (Information Gathering and Recognition of Indicators and Warnings; Intelligence Analysis and Production; Intelligence/Information Sharing and Dissemination; and Law Enforcement Investigation and Operations). Fusion experts from the State and local community assisted the Technical Assistance team in organizing the information from the HSAC and Global efforts into an actionable service delivery. In addition, participants in the HSAC and Global efforts serve as the primary subject matter experts conducting the service deliveries. The service delivery seeks to achieve the following objectives: . Conduct a collaborative review of the as-is fusion environment within the jurisdiction; . Familiarize participants with the fusion process and its components; . Discuss approaches to establishing/enhancing the fusion process within the jurisdiction; and . Collaboratively develop a detailed, actionable strategic plan for establishing/enhancing the fusion process based on the prioritized goals of the individual jurisdiction. This Technical Assistance service is available at no cost to requesting jurisdictions.
