Henke Assistant Secretary, Office of Grants and Training SUBJECT: FY 2006 Homeland Security Grant Program (HSGP) Allocation Announcement The U.S. Department of Homeland Security announces the final award allocations for all programs included in the FY 2006 HSGP: State Homeland Security Program (SHSP), Law Enforcement Terrorism Prevention Program (LETPP), Urban Areas Security Initiative (UASI), Metropolitan Medical Response System (MMRS), and the Citizen Corps Program (CCP). The FY 2006 HSGP provides approximately $1.7 billion to States, Territories, and Urban Areas to enhance their capabilities to prevent, protect against, respond to, and recover from terrorist attacks, major disasters, and other emergencies. The specific amounts for each State, Territory, and Urban Area are included as Appendix A. There are no appeals of these final award amounts. The final FY 2006 HSGP allocations were determined based on the following methodologies: Program Allocation Methodology SHSP Base allocation according to USA PATRIOT Act formula, with the remainder allocated based on analysis of relative risk and anticipated effectiveness of proposed solutions LETPP Base allocation according to USA PATRIOT Act formula, with the remainder allocated based on analysis of relative risk and anticipated effectiveness of proposed solutions UASI All funding allocated based on analysis of relative risk and anticipated effectiveness of proposed solutions MMRS Funding distributed equally among 124 MMRS jurisdictions (allocation amounts announced on February 3, 2006 via Information Bulletin 201) CCP Base allocation according to USA PATRIOT Act formula, with the remainder allocated based on population (allocation amounts announced on February 3, 2006 via Information Bulletin 201) Final award documentation is in-process and will be distributed via email at the end of June. Award notifications will be sent before midnight on the award date to the point of contact and the authorized representative provided in the application in the Grants Management System via an email from no-reply@ojp.usdoj.gov. Both the period of performance for the grant and the allotted time in which grantees must submit their Initial Strategy Implementation Plan (ISIP) begin with the issuance of the final award, not the announcement of the final allocation amounts. Feedback on FY 2006 HSGP Award Information DHS has provided to each State and Urban Area the following information relative to the FY 2006 HSGP award: • Award Summary: summary of funding allocation information including: award amount, risk and effectiveness analysis results, and funding history • Risk Profile: description of the criteria DHS used to analyze relative risk of States and Urban Areas, a high-level synopsis of the results, and specific information on asset-based and geographic-based risk • Effectiveness Profile: description of the criteria the peer reviewers used to evaluate the State or Urban Area’s submission, a high-level synopsis of the results, a ranking of individual Investments in the State or Urban Area’s submission based on the peer review process, and more specific information on the results of the analysis of each individual Investment and the overall submission In the coming weeks, DHS will also provide summary feedback from the peer review panels based on their review of submissions. This information will provide more detailed information on strengths and areas for improvement for both individual Investments and the overall submission. Special Conditions on Specific Investments The Effectiveness Profile includes information, where applicable, on those investments that scored among the bottom 15% of all Investments submitted by either States or Urban Areas. These specific cases are subject to a special condition in the final grant award prohibiting the drawdown of funds against these Investments until they have been approved through DHS. Grantees are encouraged to review the Effectiveness Profile to determine whether the implementation of any of their proposed Investments will be impacted by this special condition. Initial Strategy Implementation Plan and the FY 2006 HSGP As in previous years, States are required to submit an ISIP within 60 days of the actual grant award. However, both the format and the specific information included in the FY 2006 ISIP will be different in order to reflect the new application and planning processes instituted this fiscal year. Select information from each Investment Justification is being transferred into the Grants Reporting Tool (GRT) to facilitate reporting on specific investments during the grant period of performance. Pertinent information pulled from the application submissions includes the names of all proposed investments and the requested amounts for these investments. States will use the 2 GRT to submit the following information for all programs included in the FY 2006 HSGP within 60 days of the final grant award: • Prioritized list of the final investments that the State/Urban Area has elected to fund, ranked in order of the most important • Final funding amounts for each investment that the State/Urban Area has elected to fund • Names of subgrantees who will receive funding under the FY 2006 HSGP • Amounts that subgrantees will receive under the FY 2006 HSGP Grantees will not be required to identify specific projects for each investment as part of the ISIP. This information, along with linkages to the Interim National Preparedness Goal, the Target Capabilities List, and the National Priorities, will instead be captured in the first Biannual Strategy Implementation Report for the FY 2006 HSGP, due to DHS in January 2007. The ISIP provides an opportunity for States and Urban Areas to decide which Investments are most critical to support in light of the final award amounts. States and Urban Areas are not required to fund all proposed Investments. Following the issuance of the final award, grantees may use planning and management and administration funds as part of their FY 2006 HSGP award to support completion of the ISIP requirement.
