DHS_Sig_for_MS_Word_Memo FFYY 22001111 RReeggiioonnaall CCaattaassttrroopphhiicc PPrreeppaarreeddnneessss GGrraanntt PPrrooggrraamm ((RRCCPPGGPP)) Overview In Fiscal Year 2011, DHS allocated $14,101,736 to strengthen regional catastrophic preparedness in selected RCPGP sites. As appropriated by the U.S. Troop Readiness, Veteran’s Care, Katrina Recovery and Iraq Accountability Appropriations Act of 2007 (Public Law 110-28) and extended by the Department of Defense and Full-Year Continuing Appropriations Act, 2011 (Public Law 112-10), the FY 2011 RCPGP provides funding to enhance catastrophic incident preparedness in selected RCPGP sites. RCPGP is intended to support coordination of regional all-hazard planning for catastrophic events, including the development of integrated planning communities, plans, protocols, and procedures to manage a catastrophic event. The goal of this program is to allow jurisdictions to determine how to improve their security and resilience through a process best described as “Fix, Build, and Resource” – that is, fix shortcomings in existing plans; build regional planning processes and planning communities; and, link operational needs identified in plans to resource allocation, including homeland security grant programs. In FY 2011, RCPGP focused on demonstrating the progress made by the 10 RCPGP sites, identifying remaining gaps, and implementing the Whole Community Philosophy, which ensures the engagement of the entire community in the planning process. Grantees were also encouraged to focus on improving catastrophic plans already under development through the use of a “meta-scenario” that draws from the largest planning factors contained within the hazards previously identified by the site as the basis for their planning efforts. Program deliverables submitted from RCPGP grantees were made available throughout the country to enhance national resilience efforts. Funding In FY 2011, the total amount of funds distributed under this grant program was $14,101,736. Eligibility Eligible recipients under the FY 2011 RCPGP included the existing Regional Catastrophic Planning Teams and associated sites. The Governor of each State and territory was required to designate a State Administrative Agency (SAA) to apply for and administer the funds awarded under RCPGP. The SAA was the only entity eligible formally to apply for RCPGP funds. Allowable Costs FY 2011 RCPGP focused on planning, personnel, training, and exercises in support of enhancing regional preparedness for catastrophic events. Application Process and Evaluation Criteria FY 2011 RCPGP applications underwent a completeness and quality review by their respective Program Analyst (PA) and Federal Preparedness Coordinator (FPC) using a requirements checklist. Grant Application Packages were required to meet all required criteria in order for the applicant to receive funding. Upon award, grantees were required to submit the following documents; each of these documents was reviewed and approved by both the FEMA Region and FEMA’s National Preparedness Directorate (NPD) Headquarters (HQ) prior to drawdown of funds.
