FY 2010 Operation Stonegarden Grants 1. Who was eligible to apply for FY 2010 Operation Stonegarden funds? Local units of government at the county level and federally-recognized tribal governments in the states bordering Canada (including Alaska), southern states bordering Mexico and states and territories with international water borders. 2. How were FY 2010 Operation Stonegarden allocations determined? Funds were allocated based on risk-based prioritization using U.S. Customs and Border Protection’s (CBP’s) sector-specific border risk methodology to include, but not limited to: threat, vulnerability, miles of border and other border-specific law enforcement intelligence. Each applicant’s final funding allocation was determined using a combination of the results of the risk analysis and feasibility of FY 2010 Operations Orders. 3.
