Disaster Unemployment Assistance Kentucky - Career Center When Disaster Unemployment Assistance is activated, the agency will provide disaster information. Financial Assistance Kentucky Transitional Assistance (K-TAP) Kentucky Transitional Assistance Program (KTAP) is the monetary assistance program established using federal funds from the Temporary Assistance for Needy Families block grant. Health Care Services Kentucky Department for Medicaid Services (DMS) Kentucky Medicaid is a state and federal program authorized by Title XIX of the Social Security Act to provide health care for eligible low-income residents including children, families, pregnant women, the aged and the disabled.
