Robert D. Samaan serves as the Deputy Regional Administrator for Region IV of the Federal Emergency Management Agency (FEMA). He leads and coordinates the efforts of the region’s workforce to administer federal emergency preparedness, mitigation, response, and recovery programs in coordination with state, local and tribal emergency management and FEMA headquarters.
Prior to becoming the Deputy Regional Administrator in April 2014, Samaan served as FEMA Region IV’s Federal Preparedness Coordinator and National Preparedness Division Director. He oversaw several national preparedness programs, including Individual and Community Preparedness, the Radiological Emergency Preparedness Program, the Chemical Stockpile Emergency Preparedness Program, preparedness evaluation and assessment, continuity programs, and the national training, education and exercise programs.
Samaan joined FEMA in 2010, serving as the Senior Policy Advisor to the Deputy Administrator for Protection and National Preparedness (PNP) in FEMA’s Washington, D.C., headquarters. In that role, he advised the Deputy Administrator on policy issues pertaining to FEMA’s protection and national preparedness initiatives. He also served as the Acting Director of the National Preparedness Assessments Division (NPAD) and was responsible for the assessment of the state of preparedness across the United States.
Prior to joining FEMA, Samaan served multiple roles in California Homeland Security and Emergency Management. He was part of the leadership team as the Deputy Undersecretary of the California Emergency Management Agency (CalEMA) and before that, served as a Deputy Director with the California Governor’s Office of Homeland Security. Prior to his work in California, Samaan served in the Office of State and Local Government Coordination at the U.S. Department of Homeland Security.
Samaan was raised in Daytona Beach, Florida and holds a Bachelor of Arts degree in Political Science from Lee University in Tennessee and a Master of Arts degree in Political Management from George Washington University. He is a graduate of both the Executive Leadership Program at the Center for Homeland Defense and Security at the Naval Postgraduate School and the National Emergency Management Executive Academy at FEMA’s Emergency Management Institute. Samaan is a career member of the Senior Executive Service.
