Deputy Chief Component Human Capital Officer, Federal Emergency Management Agency (FEMA)
Robert “Bob” A. Farmer was appointed as Deputy Chief Component Human Capital Officer for the Federal Emergency Management Agency (FEMA) in June 2018. A career member of the Senior Executive Service, Mr. Farmer helps lead an organization that is responsible for ensuring successful implementation of strategic human capital initiatives that support FEMA’s mission.
Mr. Farmer joined FEMA in April 2007 in the Program Analysis and Evaluation Division. He was selected as a career member of the Senior Executive Service and appointed as the Director of the Program Analysis and Evaluation Division for FEMA in August 2008. He has served in a variety of different positions within FEMA including: Acting Deputy Chief Financial Officer for FEMA from June 2008 through November 2008; Acting Director of the Office of Policy and Program Analysis (OPPA) from March 2009 through August 2009; Deputy Director for OPPA from July 2009 to December 2011; Operations Division Direction From December 2011 until October 2015; Acting Regional Administrator for FEMA Region VIII from October 2015 until March 2016; and, Deputy Assistant Administrator for Response from March 2016 to June 2018.
Prior to joining FEMA, Mr. Farmer served for 26 years as an Officer in the U.S. Coast Guard where he gained extensive incident management and emergency response experience. His operational tours included serving as an Operations Officer, Executive Officer, and Commanding Officer of Coast Guard vessels. His shore assignments included serving as Commanding Officer of Coast Guard Headquarters Support Command and assignments within the Coast Guard’s strategic planning, financial management, strategic analysis, and planning and performance offices.
Mr. Farmer earned a Bachelor of Science in Physical Science from the U.S. Coast Guard Academy, a Master of Science in Operations Research from the Naval Postgraduate School, and graduated from the National War College with a Master of Science in National Security Strategy.
Mr. Farmer is a recipient of the Administrator’s Outstanding Individual Award and his military awards include two Legion of Merits, a Defense Meritorious Service Medal, three Meritorious Service Medals, a Coast Guard Commendation Medal, and four Coast Guard Achievement Medals.
