Funding Totals

NOFOs

The Shelter and Services Program (SSP) is administered by the Federal Emergency Management Agency (FEMA) in partnership with U.S. Customs and Border Protection (CBP). SSP provides financial support to non-federal entities to provide humanitarian services to noncitizen migrants following their release from the Department of Homeland Security (DHS). The intent is to support CBP in the safe, orderly, and humane release of noncitizen migrants from short-term holding facilities.

In Fiscal Year (FY) 2024, there are two funding opportunities for SSP:

  • Allocated (SSP-A): SSP-A will be awarded in two rounds, one round available beginning April 12, and a second round to be awarded before the end of FY 2024. Only those entities listed in the FY 2024 SSP-A Notice of Funding Opportunity (NOFO) are the only eligible applicants for SSP-A.
  • Competitive (SSP-C): Any entity that meets the Applicant Eligibility Criteria in Section C. Eligibility Information in the SSP-C NOFO may apply for SSP-C.

SSP-A: Friday, April 26, 2024 at 3:00 p.m. ET
SSP-C: Wednesday, June 13, 2024 at 3:00 p.m. ET

From April through June, FEMA and CBP will host SSP webinars for eligible recipients.

SSP-A: This is a closed session. FEMA will email eligible recipients with details and registration information.

SSP-C: Register in advance to learn about SSP-C 101, grants management 101 and SSP documentation.

Before You Apply

Before beginning an application in the FEMA Grants Outcomes (FEMA GO) system, you must complete the following:

  1. Review SSP NOFO.
  2. Register, update, or verify your account in the System for Award Management (SAM).
  3. As a part of the SAM registration, register, update, or verify a Unique Entity Identifier (UEI).
  4. Obtain an Employer Identification Number (EIN) online at IRS.gov.
  5. Register your organization in FEMA GO and establish an Authorized Organizational Representative (AOR).

When You Apply

The registration process can take up to four weeks to complete. We recommend that you start the pre-application steps well before you submit an SSP application.
