Scott Kelberg


Deputy Assistant Administrator (Acting)

Scott Kelberg is currently serving as the Acting Deputy Assistant Administrator of the National Preparedness Directorate (NPD) at the Department of Homeland Security’s Federal Emergency Management Agency (FEMA), where he oversees FEMA’s efforts to improve the nation’s resilience for disasters of all types and sizes. In his previous role, he served as the Director of the National Training and Education Division (NTED) within FEMA’s National Preparedness Directorate. In that role, he was responsible for providing strategic leadership for more than 30 partner organizations that developed and delivered training and education for more than 2 million emergency responders annually. Mr. Kelberg has more than twenty years of experience in multiple federal agencies.

Mr. Kelberg was named as the Assistant Director for NTED in 2017. As Assistant Director, he was responsible for implementation of the National Training and Education System (NTES) and the management of more than $120 million in grants and cooperative agreements, to include the National Domestic Preparedness Consortium and the Center for Homeland Defense and Security.

Mr. Kelberg was one of fourteen candidates selected as a White House Leadership Development Program fellow for 2017/2018. He led a government-wide effort at the General Services Administration to promote more efficient grant programs and mission support customer satisfaction. Mr. Kelberg is also a graduate of FEMA’s Pinnacle Program, which provides rising leaders the opportunity to build proficiency in critical competencies while taking classes through the American University’s Key Executive Program.

Mr. Kelberg previously served as Senior Advisor to the Director at the Nationwide Suspicious Activity Reporting Program Management Office, a joint initiative with DHS and the Department of Justice (DOJ). At DOJ, he was responsible for the development and implementation of training programs for law enforcement and intelligence analysts. He developed new training programs for the fire service, emergency management, corrections officials, and private security. Prior to his tenure at DOJ, he served in numerous leadership roles within FEMA and DHS in the areas of technical assistance and grants administration. In these roles he was responsible for coordination of national preparedness programs with the FEMA regional offices.

Mr. Kelberg earned a Bachelor of Arts degree from Syracuse University and a Master of Science degree in Justice, Law and Society from American University. He also earned a certificate from the Center for Homeland Defense and Security and is a member of the Montgomery County Community Emergency Response Team. He is married and a proud father of two daughters.
