Mr. Nhien Tony Nguyen serves as the Deputy Chief Component Human Capital Officer (DCCHO) for Strategic Services (FEMA). A career member of the Senior Executive Service, Mr. Nguyen helps lead an organization that is responsible for ensuring successful implementation of the strategic human capital initiatives that support FEMA’s mission.
Prior to joining FEMA, Mr. Nguyen was the Associate Director, Workforce & Inclusion, for the National Park Service (NPS), a bureau of the U.S. Department of the Interior (DOI). In his role as the Human Capital Officer for the NPS from July 2017 through April 2020, he led a directorate that provided the full range of Human Resources, Learning & Development, and Workforce Management services for 20K+ federal employees. In his tenure with the NPS, Mr. Nguyen led the development and implementation of new workplace culture and employee engagement programs; innovative programs in diversity, inclusion, youth and experienced services; new anti-harassment procedures, systems, and metrics; regulatory compliance in HR staffing and operations; the launch of the NPS Common Learning Portal; HR Transformation for the NPS and the DOI; and the Department’s Efficiency 2020 reforms in Acquisition, IT, HR, and Personnel Security to achieve simpler, smarter, faster mission delivery.
In 2002, Mr. Nguyen began his federal service with the U.S. Peace Corps as an analyst in volunteer recruitment and IT project management. In 2006, he joined the U.S. Department of Energy (DOE) where he held positions as a quality assurance manager, senior advisor, and division director within the Office of the Chief Human Capital Officer. In 2014, the DOE selected Mr. Nguyen to his first appointment in the Senior Executive Service as the Director, Office of Human Capital Strategy and Analysis. During his tenure with the DOE, he led department-wide reforms in hiring, performance management, employee engagement, HR service delivery, learning and development, and strategic human capital planning and analytics. In addition, he completed a one-year rotation to the Office of Management and Budget (OMB) within the Executive Office of the President, where he contributed to the development and implementation of government-wide policies and regulations, including 5 CFR 250 Subpart B for Strategic Human Capital Management and OMB Circular A-11 for the Preparation, Submission, and Execution of the Budget.
Mr. Nguyen is a graduate of Lebanon Valley College with degrees in biology, philosophy, and Spanish, and he holds the Project Management Professional (PMP) credential. He currently resides in Fredericksburg, Virginia, with his wife and children.
