Lisa Garcia is currently acting as the Deputy Regional Administrator for Region 3, which is comprised of Delaware, Maryland, Pennsylvania, Virginia, West Virginia, the District of Columbia, and seven tribal nations. In her normal capacity, Ms. Garcia serves as Director of Mission Support for the region. In this role she is responsible for delivering end-to-end business solutions and customer services, including management of human resources, facilities and information technology assistance to the Region. Prior to this position, she served for 6 years as the Budget Officer within the Office of the Regional Administrator, where she led the Budget and Policy team and oversaw the development and implementation of the Planning, Programming, Budgeting, and Execution for the Region. Prior to her service with FEMA, Lisa served as a Program Analyst in the Joint Program Executive Office for Chemical Biological Defense within the Department of Defense. Ms. Garcia holds a Bachelor of Science in Operations Management from the University of Delaware and is a strong advocate for streamlined processes and collaboration amongst the programs she supports.
