Ms. Kathy Fields is currently serving in the role of Region 7 Deputy Administrator.
Ms. Fields began her FEMA career with Region 7 in 1988, working in the Disaster Assistance Program (DAP) Division. Over the past 32 years she has held numerous leadership roles in FEMA HQs, Regions and in the field supporting various operations. Ms. Fields has been serving as the Deputy Regional Administrator at FEMA, Region 7 since August 2015 where she has been instrumental in recruiting and reorganizing to improve regional efficiencies in addition to supporting Regional disaster activity. In the summer of 2019, Ms. Fields was detailed as the Acting Deputy Regional Administrator for FEMA, Region 2 providing support across the region, restructuring of the Caribbean Area Division Hurricane Recovery Center and leading the reorganization of the Puerto Rico Joint Recovery Office, Puerto Rico and the US Virgin Islands.
Historically, Ms. Fields was instrumental in establishing the National Teleregistration Center and building the foundation for the National Processing Service Centers (NPSC). During her tenure in HQs she served as Operations Chief of the NPSCs and Director of the National Advisory Council. In addition, Ms. Fields served as the Acting Chief and Deputy Chief of the Office of the Chief Component Human Capital Officer, leading deliberate and effective results in the realm of human capital management and hiring functions.
In disaster operations, Ms. Fields has held field leadership roles on multiple catastrophic disasters including Hurricanes Hugo, Andrew, Charlie, Katrina, Superstorm Sandy, Irma, and Maria; the California Loma Prieta Earthquake; the Great Midwest Flood; the Oklahoma City Bombing; the 9/11 New York Terrorist Attack; several small, concurrent flooding disasters in the Region 7 states, and most recently, the 2020 COVID-19 Pandemic.
Ms. Fields holds a Bachelor of Science Degree in Social Work from Central Missouri State University.
