SUBAPPLICATIONS SUBMISSIONS

FEMA received a record number of subapplications from state, local,
tribal, and territorial applicants requesting $5.6 billion in federal
cost share for the more than $3 billion made available for this
funding cycle. For Building Resilient Infrastructure and Communities,
FEMA received 802 subapplications totaling $4.6 billion in federal
cost share. For Flood Mitigation Assistance, FEMA received 270
subapplications totaling $980 million in federal cost share. These
funding requests continue to demonstrate the need for hazard
mitigation investments nationwide to help build climate resilience in
the most at-risk and disadvantaged communities.

SUMMARY OF TOTAL SUBAPPLICATIONS

For the fiscal year 2022 Building Resilient Infrastructure and
Communities and Flood Mitigation Assistance grant programs grant
cycle, more than $3 billion in funding is available. FEMA received
1,072 requests for funding from states, local communities, tribes, and
territories totaling $5.6 billion in federal cost share.

These requests are nearly double the funding that is available. The
oversubscription for these two programs demonstrates the need for
hazard mitigation nationwide.

 	* For the Building Resilient Infrastructure and Communities grant
program, FEMA received 802 subapplications requesting $4.6 billion in
federal cost-share.
 	* For the Flood Mitigation Assistance grant program, FEMA received
270 subapplicatons requesting $980 million in federal cost-share.

FEMA is currently reviewing subapplications for eligibility and to
ensure minimum program requirements are met. The agency anticipates
announcing initial selections in late spring for mitigation planning,
building codes and standards, project scoping and small-scale
mitigation projects, as well as Building Resilient Infrastructure and
Communities non-financial Direct Technical Assistance. FEMA awards
these funds so communities can enhance capability and capacity and
implement mitigation projects faster.

Competitive and complex project selections will be announced later
this summer.

BUILDING RESILIENT INFRASTRUCTURE AND COMMUNITIES (BRIC) FY 2022
SUBAPPLICATIONS SUMMARY

The Building Resilient Infrastructure and Communities grant program
can support states, local communities, tribes, and territories as they
undertake hazard mitigation projects, reducing the risks they face
from disasters and natural hazards.

TOTAL SUBAPPLICATIONS

In total, for the Building Resilient Infrastructure and Communities
grant program in fiscal year 2022, FEMA received 802 subapplications
totaling more than $4.6 billion from 55 states, territories and the
District of Columbia. The agency also received requests from 37 tribal
governments.

Of the 802 Building Resilient Infrastructure and Communities grant
program submissions, FEMA received subapplications from 127
self-identified Economically Disadvantaged Rural Communities, a 15%
increase from last year. One unique element of this program is the
funding structure comprised of a state/territory allocation, a Tribal
Set-Aside and a national competition. 

Every year, the Building Resilient Infrastructure and Communities
grant program has dedicated specific funds to each state and
territory through the state/territory allocation. The amounts have
increased year over year, going from $600,000 in fiscal year 2020 to
$1 million in fiscal year 2021 and $2 million in fiscal year 2022. The
program offers an increased cost share, 90% federal share, for
Economically Disadvantaged Rural Communities and offers 100%
management costs for all. 

GEOGRAPHIC SUMMARY

For fiscal year 2022, nine states submitted projects with over $200
million federal share: California, Oregon, Virginia, Louisiana, New
York, Texas, Utah, Florida and Arizona, more than doubling the number
of requests from last year.

TRIBAL SET-ASIDE

For the third year of the Building Resilient Infrastructure and
Communities grant program, FEMA saw significant participation in the
Tribal Set-Aside funding category. In fiscal year 2022, 37 tribes
submitted 56 subapplications requesting an estimated $56.2 million in
funding.

The $50 million funding cap for the Tribal Set-Aside in fiscal year
2022 is an increase from $25 million in fiscal year 2021 and we saw
the Tribal Set-Aside requests for funding increase also (from $28
million requested to $56 million requested).

The Building Resilient Infrastructure and Communities grant program is
committed to the cycle of continuous improvement to better deliver on
our mission and program goals.

FLOOD MITIGATION ASSISTANCE (FMA) FY 2022 SUBAPPLICATIONS SUMMARY

The Flood Mitigation Assistance grant program is a competitive annual
grant program that provides funding to states, local communities,
federally recognized tribes, and territories. Funds can be used for
projects that reduce or eliminate the risk of repetitive flood damage
to buildings insured by the National Flood Insurance Program.

TOTAL SUBAPPLICATIONS

In total, for the Flood Mitigation Assistance grant program in fiscal
year 2022, FEMA received 270 subapplications totaling nearly $980
million from 29 states, territories and the District of Columbia.

We received $602 million in funding requests for localized flood risk
reduction projects, which is over three times what was received in the
last grant cycle.

Investing in flood mitigation measures through the Flood Mitigation
Assistance grant program is a cost-effective way to reduce the risk of
flooding and associated economic losses compared with the cost of
responding to and recovering from flooding.

This funding will address effects of climate change and reduces flood
risk for disadvantaged communities across the country.

GEOGRAPHIC SUMMARY

For fiscal year 2022, five states submitted projects with over $70
million federal share: Texas, Louisiana, Utah, California, and
Arizona.
