FY 2021 Notices of Funding Opportunity for Building Resilient Infrastructure and Community and Flood Mitigation Assistance

The Building Resilient Infrastructure and Communities and Flood Mitigation Assistance  Notices of Funding Opportunities (NOFOs) were published on Aug. 9, 2021. The NOFOs are posted on grants.gov and provide detailed program information and other grant application and administration requirements for applicants and subapplicants.

On Sept. 30, 2021, the application period opened for these hazard mitigation grant applications. The Fiscal Year 2021 hazard mitigation grant application period will close at 3 p.m. Eastern Time on Jan. 28, 2022. Please note, applicants may have earlier deadlines for subapplicants. For local governments and state and tribal agencies, please contact your State Hazard Mitigation Officer to learn about the applicant's priorities, deadlines, and additional requirements.

FEMA also calculated and released new pre-calculated benefits to streamline the application process for certain mitigation projects including acquisitions, elevations and hospital generators, These pre-calculated benefit values help reduce the time and resources needed to complete and review cost-effectiveness for these types of projects.  Another benefit is to increase the availability of mitigation opportunities to help communities increase resilience against future disasters.

This memo explains that the pre-calculated benefit values used when determining the cost effectiveness of elevations and acquisitions in Special Flood Hazard Areas have been updated based on the current Consumer Price Index Inflation Calculator. The updated pre-calculated benefit values (used for pre-calculated benefits) that can be used to determine cost effectiveness of elevations and acquisitions in Special Flood Hazard Areas are:

  • Acquisitions: $323,000 per structure
  • Elevations (and Mitigation Reconstruction): $205,000 per structure

This memo applies to Hazard Mitigation Assistance grant program application periods that are open on or after Sept. 30, 2021 and applies to hospital generator projects in hospitals with emergency departments.
