Monica Langley joined the Federal Emergency Management Agency (FEMA) as the Office of Response and Recovery’s Information Technology Management Branch (ITMB) Chief in August 2016 and assumed the role of the FEMA Deputy Chief Information Officer (CIO) in January 2020 after supporting the Associate Administrator for Mission Support as Acting Deputy CIO in the months prior. As Deputy CIO, Ms. Langley provides leadership and oversight for Information Technology (IT) Management, to include resource planning, strategic and capital investment planning, enterprise IT procurement, customer relationship management, and help desk support, and serves as the Certifying Authority for FEMA’s IT Cadre. She maintains a focus on budget, governance, and policy to help the mission of FEMA and allow for better IT management as well as the reduction of audit findings and the improvement of FEMA’s Federal Information Security Management Act (FISMA) scorecard.
Prior to joining FEMA, Ms. Langley served as the Chief, Information Resources Management for the Office of the Secretary of Defense, Public Affairs. Ms. Langley built and grew a major coalition to ensure the secure use of Macintosh computers by the Department of Defense and related agencies and she developed the first Apple Security Technical Implementation Guide.
During Ms. Langley’s tenure at the Defense Information Systems Agency (DISA), she was a primary developer of the Agency’s Corporate Information Management System, which is still used by the Agency today to provide visibility on all things related to IT management.
Prior to joining DISA, Ms. Langley served in multiple federal agencies over her 30 years in government, starting her service in 1988 as a United States Marine. Ms. Langley was the first female to become a Marine Combat Instructor of Water Survival.
Ms. Langley holds a Master of Science in Software Engineering and a Bachelor of Science degree in Information Systems Management. She is also a graduate of the Federal Executive Institute, Harvard Business School for Executive Education, and holds a Chief Technology Officer Certificate from the National Defense University.
