    Helpful tools to implement the Hazard Mitigation Assistance (HMA) programs

  • FEMA Hazard Mitigation Assistance Brochures

    These brochures provide general information on the three Hazard Mitigation Assistance grant programs:  Hazard Mitigation Grant Program, Flood Mitigation Assistance, and Pre-Disaster Mitigation.

  • Mitigating Flood and Drought Conditions Under Hazard Mitigation Assistance

    Aquifer storage and recovery, floodplain and stream restoration, flood diversion and storage, and green infrastructure methods are eligible under the Hazard Mitigation Assistance programs to support communities in reducing the risks associated with mitigating the impacts of flood and drought conditions

    Multiple tools have been developed to assist with the development of these activities, to include fact sheets, benefit cost analysis guidance and job aids to help development of Hazard Mitigation Assistance applications. These activities are available for Hazard Mitigation Grant Program funding resulting from a major disaster declared on or after September 30, 2015, and for HMA funding for which the application period opens on or after September 30, 2015.

  • COST ESTIMATING PRINCIPLES FOR HAZARD MITIGATION ASSISTANCE APPLICATIONS

    These documents contain presentation slides from Cost Estimating Principles for Hazard Mitigation Assistance that were delivered in March 2015 and May 2017. The goals of the Cost Estimating Principles webinar were:

    - Provide a general understanding of the principles of reviewing cost estimates for HMA projects (throughout the grant lifecycle).
    - Provide a process for determining “reasonable costs” as part of grant application review.
    - Provide a short discussion of the bidding process / contract types

    This webinar does not provide cost estimation for developing mitigation plans.

The Guide encourages early coordination for cost share strategies and provides helpful examples for various approaches such as donated resources for the non-Federal cost share.
