Lilian Hutchinson, FEMA Region III National Preparedness Division Director

Lilian Hutchinson serves as the Director of the National Preparedness Division for FEMA Region III.  As the Mid-Atlantic’s Federal Preparedness Coordinator, Ms. Hutchinson leads and facilitates all federal efforts to assist state and local emergency management and emergency response organizations to build and sustain capabilities to respond to any emergency or disaster such as terrorist incidents, natural or man-made events.  She also works closely with those partners to align their efforts and expand their reach by integrating stakeholders from the private and nonprofit sectors. During disaster operations in Region III, Lilian deploys to FEMA’s National Response Coordination Center (NRCC) and serves as an integral advisor to senior leaders on regional plans and capabilities.

Prior to her current position, Ms. Hutchinson served as the FEMA Region III Mission Support Division Director, overseeing the Region’s customer-focused business management services and disaster support functions.  Before moving to Region III in 2017, she spent 10 years at FEMA Headquarters in the Office of the Chief Procurement Officer as the Section Chief for the Disaster Acquisition Response Team and deployed to over two dozen disasters as the leading subject matter expert in disaster and housing contracting. 

Prior to joining FEMA, Lilian served as a Contract Administrator for the Defense Contract Management Agency.

Ms. Hutchinson holds a Bachelor of Science in Accounting from the University of Central Florida and a Master’s in Accounting from Florida Atlantic University.  She lives in Center City Philadelphia.
