October 2, 2017, Houston, TX - John Chavez, FEMA Voluntary Agency Liaison (VAL) talks to the Texas Southcoast Volunteer Organizations Active in Disasters (VOAD) at a community center in downtown Houston about long term recovery goals for Houston.
