Bayou Din Detention Basin, Beaumont, Jefferson County, Texas (May 2012)
Containing approximately 450 square miles, Jefferson County Drainage District No. 6 (JCDD6JCDD6 lies wholly within Jefferson County, which includes much of the City of Beaumont, and was created primarily to provide drainage for flood-prone areas within the district. The problem to be mitigated in the Bayou Din detention basin watershed is frequent and severe structure flooding. The project area’s current outfall system has insufficient capacity to convey the required flood flows at acceptable water surface elevations. Funding for the Bayou Din detention basin project is being requested from the Federal Emergency Management Agency (FEMA) under the Hazard Mitigation Grant Program (HMGP). FEMA’s project number is HMGP-DR-1780-TX Project #20. The purpose of this Environmental Assessment (EA) is to comply with FEMA’s responsibilities under the National Environmental Policy Act (NEPA), Section 7 of the Endangered Species Act (ESA), and Section 106 of the National Historic Preservation Act (NHPA). This EA is required for purposes of evaluating the environmental impacts of a project grant application submitted to FEMA by the Applicant. The environmental reviews are required under FEMA regulations 44 CFR Part 10, and the Council on Environmental Quality guidelines, 40 CFR Parts 1500 to 1508.
