FEMA Virginia Programmatic Agreement For Public Comment
In consultation with the Virginia State Historic Preservation Officer, the Virginia Department of Emergency Management, and the Catawba Indian Nation, Chickahominy Indians Eastern Division, Delaware Nation, Delaware Tribe Of Indians, Nansemond Indian Nation, And Upper Mattaponi Indian Tribe, FEMA Region III has negotiated the Virginia Programmatic Agreement (Virginia PA) using the FEMA’s Nationwide Prototype Programmatic Agreement to improve and further streamline its programmatic approach to comply with the requirements of Section 106 of the National Historic Preservation Act (NHPA) (16 U.S.C. § 470f) and its implementing regulations (36 CFR Part 800). Generally, the Virginia PA stipulates roles and responsibilities, exempts certain Undertakings from Section 106 review, establishes protocols for consultation, facilitates the identification and evaluation of historic properties, and streamlines the assessment and resolution of adverse effects. This document Supersedes the 2011 (renewed 2016) Virginia Programmatic Agreement - Programmatic Agreement (Agreement) Among the Federal Emergency Management Agency, the Virginia State Historic Preservation Officer, and the Virginia Department of Emergency Management.
