Tribal Declarations Pilot Guidance
In 2013, 2014 and 2016, FEMA sought input from tribal governments on the Stafford Act declarations process to inform the development of the Tribal Declarations Pilot Guidance. In total, FEMA conducted 174 listening sessions and received thousands of comments, which it used to develop this final document.

Effective January 10, 2017, the Tribal Declarations Pilot Guidance describes the process that tribal governments will use, during the pilot period, to request Stafford Act declarations and the evaluation criteria for FEMA to use to provide a recommendation to the President.
