The NOFO provides details on the types of available grants as well as eligibility requirements for CTPs. The NOFO is posted to Grants.gov each spring.

Partnership Agreements

The Partnership Agreement is a broad statement of principle, emphasizing the CTP’s vision for implementing or participating in Risk Mapping, Assessment, and Planning (Risk MAP), such as describing how the partner’s activities advance the vision, goals, and objectives of risk management (including encouraging communities to take action to mitigate risk).

The Partnership Agreement recognizes the fundamental importance of flood hazard identification in the successful reduction of future flood losses and the Partner's commitment to the effort.

To become a CTP, your organization must sign a CTP Partnership Agreement with your FEMA Region.

Estimating the Value of Partner Contributions to Flood Mapping Projects (The Blue Book)

To estimate each partner’s contribution, FEMA uses a series of unit costs that are derived from FEMA’s average cost per mapping component to produce a Flood Insurance Rate Map (FIRM). The Blue Book is an estimating tool CTPs and their contractor providers can use to determine the value of leverage they may be providing to the CTP Program.

Partners can also use the Blue Book to determine the pricing of projects they are scoping for each Mapping Activity Statement (MAS). FEMA released an updated Blue Book in April 2017.

Required Documents for Application

For a complete application, a participating partner must have:

  1. Signed Partnership Agreement/Memorandum of Understanding (MoA)
  2. Signed Mapping Activity Statement/Scope of Work, including performance measures, detailed cost estimate and budget narrative, indirect cost agreement, if applicable

The Notice of Funding Opportunity lists all required forms for an application.
