Assistant Administrator, Field Leadership Directorate

Keith Turi is the Assistant Administrator of the FEMA Field Leadership Directorate (FLD), a position he has held since January of 2022. In this role, Keith is responsible for the management of both Incident Management Assistant Team (IMAT) and the Federal Coordinating Officer (FCO) programs, ensuring a presence of a dedicated cadre of professional, qualified, and experienced field leaders to drive the agency’s post disaster response and recovery operations

From April 2018 until January 2022, Keith served as the Assistant Administrator of the FEMA Recovery Directorate, overseeing the Agency’s recovery programs following Presidentially declared disasters and emergencies. In this position Keith managed several grant programs, including the Public Assistance Program, the largest in the Department of Homeland Security, and an organization of more than 8,500 employees. Keith’s responsibilities also included managing a significant portion of the Agency’s response to COVID-19, where he led the obligation of billions of dollars in funding for state, tribal, territorial, and local governments, and certain private non-profits. He also led the creation and launch of an entirely new Lost Wages Assistance Program and an unprecedented Funeral Assistance Program which provided significant funding to individuals impacted by the Pandemic. In full, during his tenure Keith oversaw the awarding of more than $90 billion in funding for state, tribal, territorial, and local governments, certain private non-profits, individuals, and households.

Keith was appointed as the Deputy Assistant Administrator of the FEMA Recovery Directorate in October 2015. In 2014, Keith became Director of his designed FEMA Recovery Analytics and Budget Division, a division he designed and launched to deliver full service analytical capabilities to improve operational efficiency and recovery outcomes, and a budget oversight to the nation’s federal disaster recovery programs.

In December of 2021, Keith was awarded the Presidential Rank of Distinguished Executive for his noteworthy, continuous contributions to the Agency. This distinguished rank recognizes Keith’s steadfast leadership and extraordinary accomplishments as well as his consistent, tireless commitment to public service.

In January of 2021, Keith was awarded the Department of Homeland Security Outstanding Service Medal for his steadfast leadership and significant contributions to strengthening homeland security through a series of historic events, including the COVID-19 pandemic

From 2011 to 2013, Keith served as the Senior Policy Advisor to the Assistant Administrator for Recovery, helping guide the implementation of Recovery programs during the response to dozens of disasters declared by the President. Prior to that, Keith served as Senior Policy Advisor to the Office of Policy and Program Analysis, coordinating and managing high priority policy activities designed to achieve the FEMA mission. Keith served as the national program lead for the Hazard Mitigation Grant Program (HMGP), taking charge of implementation during recovery from Hurricane Katrina.

Keith’s extensive emergency management background includes three years with the State of Massachusetts, working on emergency management and mitigation issues

Keith holds a Bachelor of Science in Civil Engineering and is a registered professional engineer in the Commonwealth of Virginia.
