FISCAL YEAR 2023 SHELTER AND SERVICES PROGRAM FACT SHEET [https://www.fema.gov/grants/preparedness/shelter-services-program/fy-23-fact-sheet] Release Date: 8월 21, 2023 Fiscal Year (FY) 2023, the U.S. Department of Homeland Security (DHS) will provide $363.8 million of available funds to enable non-federal entities to off-set allowable costs incurred for services associated with noncitizen migrant arrivals in their communities. OVERVIEW The Shelter and Services Program (SSP) is replacing the Emergency Food and Shelter Program-Humanitarian (ESFP-H) program [https://www.fema.gov/grants/emergency-food-and-shelter-program/humanitarian-awards]. SSP bolsters the capacity of states, localities, tribes and nonprofit organizations to receive noncitizens after they have been processed by DHS. It also ensures appropriate coordination with and support for state, local and community leaders to help mitigate increased impacts to their communities. FUNDING SSP makes federal funds available to eligible recipients and subrecipients for costs associated with providing shelter and other eligible services to noncitizen migrants within 45 days of their release from DHS custody. In FY 2023, the total amount of funds that will be awarded under the SSP is $363.8 million.  During the first tranche of funding, $291,040,000 was available. $77,303,836 will be made available for the second tranche of funding, allowing for flexibilities in additional eligible candidates and allocations with the same overarching purpose and allowable activities. The remaining funds and the unawarded Tranche 1 funds are being allocated to identified eligible applications. Additionally, $10 million of the Tranche 2 funds are being held in reserve to be allocated to eligible applicants by the end of September 2023.  ELIGIBILITY ELIGIBLE APPLICANTS The applicants identified in the allocation table titled Second Tranche in _Section B.1 Available Funding_ of the SSP Notice of Funding Opportunity (NOFO) are the only entities eligible to submit SSP applications to DHS/FEMA for this amended funding noticeincluding those applications submitted on behalf of eligible subapplicants.  APPLICANT ELIGIBILITY CRITERIA Each eligible applicant may submit one grant application to FEMA. Eligible applicants included in both tranches of funding will need to amend their application from the first tranche to incorporate funding from the second tranche. An eligible applicant must demonstrate their capacity, either internally or through a partnership, to carry out each SSP allowable activity for which they propose funding in their application. Funding will not be provided to an applicant that charges any noncitizen migrant for services. SUBAPPLICANT ELIGIBILITY CRITERIA Under the FY 2023 SSP, eligible subapplicants may apply to and receive subawards from a non-federal entity that is applying for and receiving an SSP award directly from FEMA. Subapplicants must meet the following criteria to be eligible:  * Are one of the following entities:  * Local governments as defined by 2 C.F.R. § 200.1;  * Indian Tribes as defined by 2 C.F.R. § 200.1; * Nonprofit organizations as defined by 2 C.F.R. § 200; or  * The 50 states of the United States, the District of Columbia, the Commonwealth of Puerto Rico, and any agency or instrumentality thereof exclusive of local governments (the term “state” or “state government” where used in this funding notice refers to these entities). * Must have the capacity to perform each SSP allowable activity proposed by the applicant to be performed by the subapplicant.   Subapplicants must work directly with non-federal entities applying for SSP funding to be included in an application. An eligible subapplicant may not receive more than one subaward from a non-federal entity that received an SSP award directly from FEMA.  FUNDING GUIDELINES  SSP allocations were based on data received from Customs and Border Patrol ESFP-H requests made in FY 2023. Funding will be prioritized for primary services and then for secondary services. All services are allowed only for noncitizen migrants within 45 days of their release from DHS. Allowable costs and services must meet the following criteria:  * Primary services in the allowable activities include: shelter, food, transportation, acute medical care, and labor for primary services.  * Secondary services in the allowable activities include: renovations or modifications to existing facilities, clothing, outreach information, translation services, and labor for secondary services.  * Management and administration is an additional allowable cost. For more information about what is specifically included in these allowable costs, see Appendix A in the Amended SSP FY 2023 funding notice. If an applicant has received advanced funding under the ESFP-H for eligible costs for the period of March 1 to Dec. 31, 2023, the applicant must not include those costs in their grant application for SSP. If an applicant received funding under the first tranche of SSP funding, the applicant must not include those costs in their grant amendment for the second tranche. APPLICATION PROCESS Applying for an award is a multi-step process. Applicants are encouraged to register early, as the Unique Entity ID registration process [https://sam.gov/content/entity-registration] can take FOUR OR MORE WEEKS to complete. Registration should be done in sufficient time to ensure it does not impact your ability to meet the required submission deadline.  The application start date will be Aug. 11, 2023. The application submission deadline is no later than 5 p.m. ET on Sept. 1, 2023. All applications and amendments must be received by the established deadline. No late applications or amendments will be accepted. Applications and amendments must be submitted in FEMA’s Grant Outcomes System, FEMA GO.
