As recipients of Federal funding, State Administrative Agencies (SAA) work with and are responsible for managing daily operations of subrecipients. SAAs must ensure that subrecipients meet fiscal, programmatic and compliance requirements.
The DCHSEMA monitoring process follows a risk-based monitoring strategy which looks at prior monitoring, spending performance, number of subawards, average financial risk, audits, quarterly status review, and overall performance.
