Mr. Holmes is normally the Federal Preparedness Coordinator for FEMA Region 8 with responsibility to execute the multiple programs that support the National Preparedness System. Prior to joining FEMA, Mr. Holmes served as a Paratrooper in the U.S. Army, and then spent over 14 years with law enforcement agencies in Georgia and Colorado. He also was the Critical Infrastructure Program Director for the Georgia Office of Homeland Security. Additionally, he directed the state of Colorado's Impaired Driving Enforcement Program and received the Outstanding Achievement Award from Mothers Against Drunk Driving (MADD) for his innovative programs that reduced alcohol-related traffic deaths.

Mr. Holmes' specialized experience includes Special Weapons and Tactics (SWAT), investigations, all-hazards incident management teams, threat and vulnerability reduction, and the development of a comprehensive integrated preparedness approach.

Mr. Holmes has a Bachelor's degree in Criminal Justice from Mercer University in Georgia, and a Master's degree in Public Administration from the University of Colorado Denver.
