The Fiscal Year 2020 application cycle for the Building Resilient Infrastructure and Communities (BRIC) and Flood Mitigation Assistance (FMA) grant programs opened on Sept. 30, 2020 and closed on Jan. 29, 2021.
The data shown below represents a summary of the subapplications submitted to FEMA for potential funding. There is $700 million in funding available. This includes $500 million for Building Resilient Infrastructure and Communities with $20 million in set-aside grants for tribes. There is $200 million for Flood Mitigation Assistance.

Summary of Total Subapplications
- FEMA received 1,216 subapplications requesting an estimated $3.99 billion in funding across the two non-disaster Hazard Mitigation Assistance grant programs.
- In total, 53 states and territories applied for funding. In addition, about 50% of the subapplications submitted an application for both the Building Resilient Infrastructure and Communities and Flood Mitigation Assistance. FEMA also received submissions from 63 tribes who applied for grants.
- Applications and subapplications for the Fiscal Year 2020 non-disaster grants were submitted using a new grants management system called FEMA Grants Outcomes (FEMA GO). The system allows users to apply, track, and manage all disaster and non-disaster grants.
- After releasing the Notice of Funding Opportunities (NOFOs) on August 4, 2020, FEMA observed application activities in FEMA GO. After the application period opened, FEMA GO usage significantly increased and about 60% of subapplications were in the system by Dec. 1, 2020.
As in previous years, the Fiscal Year 2020 summary of subapplications continues the trend of oversubscription to Hazard Mitigation Assistance grant programs and helps demonstrates the need for hazard mitigation efforts and funding in the United States.
Summary: Building Resilient Infrastructure and Communities Subapplication Submissions
FEMA received 980 subapplications, which is the most subapplications received to date for pre-disaster mitigation.
For this grant cycle, $500 million is available, and FEMA received requests for $3.6 billion in applications, with total proposed project costs exceeding $5.49 billion.

Geographic Summary
- 53 states and territories applied for a Building Resilient Infrastructure and Communities grant. Of these, 25 states submitted projects with $50 million or more federal share.
- Five states submitted projects with over $200 million federal share: California, New Jersey, New York, Texas and Virginia.
- Tribes submitted 62 subapplications requesting an estimated $20.2 million in funding.
BRIC Small and Impoverished Community Information
- For communities classified as small and impoverished, the federal cost share is reduced to 10% as compared to the standard 25%.
- Of the 980 Building Resilient Infrastructure and Communities submissions, FEMA received subapplications from 88 small and impoverished communities.
- FEMA is committed to delivering our programs with equity, and this increase in applications from small, impoverished communities is an encouraging sign.
Subapplications Summary
For Fiscal Year 2020, nine states and three tribes submitted grant applications for non-financial Direct Technical Assistance to communities.
