Region 8 Deputy (Acting)

Charles “Bunk” Lawley is a native of Birmingham, Alabama and has over 38 years of Federal Service. Mr. Lawley joined FEMA in April 2003 and is currently detailed to serve as Acting Deputy Regional Administrator for Region 8. Mr. Lawley also serves as the Mission Support Division Director at Region 8. In this capacity, he is responsible for managing the Admin Services Branch which includes, Human Resources, Finance, and Contracting and the Information Technology Branch which includes IT/RF and Facility management, Accountable Property, Security and Records management.

During his 18 years at FEMA, Mr. Lawley has deployed to support more than 90 different disaster locations to include numerous hurricane and tornado disaster sites. He also held positions as the Information Technology Branch Chief and served with the Denver Mobile Emergency Response Support (MERS) team providing quick reaction data, voice and satellite communications support in numerous disaster locations. 

Mr. Lawley arrived at FEMA after serving 20 years with the United States Air Force. He served on the White House Communications Agency (WHCA) advance communications team for his final 7 years of military service as a State-Side and Overseas Communications lead, managing deployable staff and communications support functions for President Bill Clinton, President George W. Bush and staff. Other duties include assignments to the 5th Combat Communications Group in Warner Robins, Ga and assignments at Joint Task Force 4 supporting the US. Navy in Key West, Fl.

Mr. Lawley holds a Bachelor of Science degree in Information Technology from the University of Phoenix.
