Ready to Become a Cooperating Technical Partner?

To become a Cooperating Technical Partner, contact your FEMA Regional Office and express interest in the program.

Required Training

As stated in the Notice of Funding Opportunity, Cooperating Technical Partner (CTPs) must take a training before signing a partnership agreement.

It is recommended that all new CTPs take the CTP 101 eLearning course, which outlines the CTP Program and is integral for understanding the program. It can be taken at any time. CTPs can also work with their regions for an alternative training.

Partnership Agreements

A signed Partnership Agreement formalizes the partnership between the FEMA region and a CTP partner.

A signed agreement indicates that a partner and FEMA may collaborate on activities. It does not obligate any party to any work or funding.

An active partnership agreement is needed to participate in CTP Program Training and apply for cooperative agreements. Reach out to your FEMA Regional CTP Coordinator to establish an agreement.

CTP Mapping Activity Statements and Statements of Work

There are five different types of CTP Program mapping activity statements (MAS) and statements of work (SOW).

Once an executed partnership agreement is in place and appropriate training has been completed, CTPs can work with their FEMA regions to develop business plans and then apply for grants using five different forms of activity.

Understanding Leverage

Leverage is the value of all contributions by any state, local, regional organization, tribal, territory, university or nonprofit to support the development, revision or maintenance of activities related to hazard identification and risk assessment.

Leverage can be funds, data or work performed by CTPs and includes all sources outside of federal dollars. Leverage can include in-kind services or products such as topographic data, field surveys, engineering analyses and Geographic Information System projects, translated to dollars contributed by non-federal sources.

Partners can also use the Blue Book to determine the pricing of projects they are scoping for each Mapping Activity Statement (MAS).

Register for the CTP Collaboration Center

Once you have signed a partnership agreement, register and onboard at the CTP Collaboration Center Registration.
