FEMA Region III Grants: Emergency Management Performance Grant Fact Sheet

DHS and FEMA annually provide approximately $35M for the states in FEMA Region III (DC, DE, MD, PA, VA and WV) to enhance the ability of state and local governments to prevent, protect against, mitigate,respond to and recover from potential terrorist acts and other hazards.

EMPG Program funds are distributed based on a population/risk formula. State Emergency Management Agency (EMA) are eligible to apply directly to FEMA for EMPG Program funds. In order to receive funding in Region III for an activity under EMPG you must be a part of the SAA’s or State EMA’s application.

A cost match is required of this program. The federal share shall not exceed 50% of the total budget. The state must equally match (cash or in-kind) the federal contribution. The initial period of performance for the EMPG program is 24 months beginning on October 1st each year.
