Assistant Administrator, Budget

Ms. Lasheeco Graham joined FEMA as the Assistant Administrator for Budget in September 2019.  In her role she provides leadership and oversight for the Agency’s budget formulation, execution, analysis, and reporting.

Ms. Graham is a retired Air Force Colonel who developed executive-level skills and acumen over the course of a 25-year career, focused on Financial Management.  Ms. Graham has exceptional enterprise budget architect and program integration knowledge and skills involving multi-billion-dollar appropriations.  Her broad professional perspective spans strategic and operational assignments utilizing in-depth knowledge and application of the planning, programming, budgeting and execution process. 

Over the course of her career, Ms. Graham received numerous awards including but not limited to: James E. Short Outstanding Contribution to Mentorship & Career Development, Office of the Secretary of Defense Innovations in Financial Management in a Combat Zone, and Outstanding Contribution to Financial Management & Comptroller.

Ms. Graham was appointed to the Senior Executive Service in 2019.  She earned a Master of Science degree in Management and Human Resources from Troy State University, a Master of Science in Military Art & Operations from Air War College, and a Bachelor of Science degree in Business Administration and Finance from Fayetteville State University. She holds two certifications DoD Financial Management Level III (Highest Certification Level) and a Defense Financial Manager (CPA Equivalent). 

She and her husband, Dominique have three children: Jazmyn, Jared and Jaelyn and currently reside in Woodbridge, VA.
