Letters of Map Revision and Conditional Letters of Map Revision

A LOMR is a letter from FEMA officially revising the current NFIP map to show changes to floodplains, regulatory floodways, or flood elevations. Reference Code of Federal Regulations Title 44 Parts 60, 65, and 72.  A community or individual can request a LOMR to update the following:

  • Flood Hazard Boundary Map
  • Flood Insurance Rate Map
  • Flood Boundary and Floodway Map
  • Flood Insurance Study Report

A CLOMR is a letter from FEMA commenting on whether a proposed project, if built as proposed, or proposed hydrology changes would meet minimum National Flood Insurance Program standards.

When completing these forms, the requester provides the pertinent data about this request to FEMA. The content of the forms also ensure:

  • data and methodology are based on current conditions
  • qualified professionals have assembled data and performed necessary computations
  • individuals and organizations affected by proposed changes are aware of the changes and have an opportunity to comment.
