Duplication of Benefits

Duplication of Benefits (DOB) refers to assistance from more than one source that is used for the same mitigation purpose or activity.   The purpose may apply to the whole project or only part of it.  HMA funds cannot duplicate funds received by or available to applicants or subapplicants from other sources for the same purpose.  Examples of other sources include insurance claims, other assistance programs (including previous project or planning grants and subgrants from HMA programs), legal awards, or other benefits associated with properties or damage that are subject of litigation.   
HMA does not require that property owners seek assistance from other sources (with the exception of insurance claims). However, it is the responsibility of the property owner to report other benefits received, any applications for other assistance, the availability of insurance proceeds, or the potential for other compensation, such as from pending legal claims for damages, relating to the property.
