Closeout is the process by which a Federal awarding agency determines that all applicable administrative actions and all required work of the award have been completed by the recipient and Federal awarding agency.
Upon completion of an HMA grant or subgrant activity, the Grantee and subgrantee are required to close out the subgrant or grant in accordance 44 C.F.R. § 13.50, Closeout.  The project file should document that the:

  • Approved scope of work (SOW) was fully implemented;
  • All obligated funds were liquidated in a manner consistent with the approved SOW;
  • All environmental and historic preservation and floodplain management compliance-related measures or mitigation were implemented;
  • The project was implemented in a manner consistent with the grant or subgrant agreement;  
  • Grantees submitted the required quarterly Federal financial report and performance report; and
  • The grant and subgrant were closed out in accordance with the provisions outlined in HMA Unified Guidance.
