Thom Layou entered the U.S. Marine Corps in October 1995 and served as an infantryman and was commissioned as an infantry weapons officer in January, 2008. While in the Marine Corps he served at 2nd Battalion 1st Marines, 2nd Battalion 3rd Marines, 1st Battalion 3rd Marines, U.S. Naval Academy, School of Infantry, Camp Pendleton Ca, and Weapons Training Battalion, Quantico Va. Upon his retirement from the Marine Corps in 2015, he joined FEMA where he served as a budget analyst with the Budget Planning and Analysis Division (BPAD). In April 2019, Thom was detailed to the Office of Management and Budget (OMB) as a program examiner in the International Affairs Division, where he oversaw the State Department Public Diplomacy programs and represented OMB on several National Security Council (NSC) sub-policy coordination committees. In November 2019, Thom joined the U.S. Agency for Global Media, where he served as the Budget Director. He has been married to his wife, Dana Layou for 22 years and has two children, Logan (21) and Abby (4).
