Deputy Chief Human Capital Officer

Ms. Beth Hough currently serves as the Deputy Chief Human Capital Officer (DCHCO) for Operations within the Office of the Chief Human Capital Office (OCHCO). 

In this role, Ms. Hough is responsible for the overseeing the work of teams engaged in the staffing of Federal Emergency Management Agency (FEMA)’s Title 5 and Stafford Act positions, the processing of personnel action, payroll and compensation administration, employee relations, labor relations, employee benefits and retirement, workers compensation, and work life services.  Under her leadership, OCHCO has successfully implemented process improvement clearing backlogged actions and worked toward achieving priorities outlined by the FEMA Administrator and Deputy Administrator.    

Ms. Hough originally joined the FEMA in 1994 as a Disaster Assistance Employee.  During her 27 years with the agency, she had the opportunity to work in multiple human resources functional areas, to include process, retirement and benefits, staffing, and employee relations, prior to moving into leadership roles within the organization.  In 2020, Ms. Hough briefly left FEMA to work at the Cybersecurity and Infrastructure Security Agency (CISA).  In 2021, she returned to FEMA resuming her role as the Division Director for HR Operations.  In 2022, she started in her current roles as the Acting DCHCO.

Ms. Hough holds a Bachelor of Science degree in Mathematics from Bridgewater College and resides in Boyce, Virginia with her husband Bill.
