Fiscal Year 2022 Emergency Management Performance Grant Program Key Changes

The Department of Homeland Security (DHS), through the Federal Emergency Management Agency (FEMA), is providing $405.1 million in funding to assist state, local, tribal and territorial governments in developing their emergency management capabilities and for all-hazards preparedness activities. Highlighted below are key changes made to the Emergency Management Performance Grant (EMPG) Program for fiscal year (FY) 2022.

New National Priorities

The national priorities for the FY 2022 EMPG Program are:

  • Equity
  • Climate Resilience
  • Readiness

These priorities correspond directly to goals outlined in the 2022-2026 FEMA Strategic Plan. . All EMPG Program recipients are encouraged to review the Strategic Plan and consider how FY 2022 EMPG Program funding can be used to support the Plan’s goals and objectives as they apply to the state/territory’s specific needs and the needs of the whole community. The national priorities are explained in further detail in the FY 2022 EMPG Program Notice of Funding Opportunity (NOFO). There are no specific requirements associated with these new priorities. However, recipients can expect equity considerations to be a requirement for FY 2023.

National Qualification System

FY 2022 EMPG Program recipients are encouraged to use EMPG Program funds to support National Qualification System (NQS) implementation efforts. As a post-award requirement, all recipients in the 50 states, as well as the District of Columbia, must begin NQS implementation efforts in FY 2022, and all other jurisdictions (including territories and FY 2022 EMPG Program subrecipients) must, at a minimum, plan for implementation.

Work Plan Template Updates

Numerous improvements were made to the EMPG Program Work Plan template to address stakeholder feedback, including:

  • Several functionality improvements were implemented, including revised background formulas to provide more flexibility and functionality with data entry; numerous auto-populate formulas to reduce data entry duplication in multiple tabs within the template; and user-friendly shortcuts, such as Quick Links, to navigate between tabs.
  • Questions were added to the Grant Activities Outline to identify projects that address equity considerations or climate change (as applicable) to support program analysis.
  • Expanded capability was provided for users to create up to 80 distinct projects.
  • Cost breakdowns were added to the Detailed Budget and are auto-populated from the Grant Activities Outline.
  • A new budget narrative that allows the user to provide a detailed explanation of the proposed costs was added.
  • An EMPG Program Summary tab with auto-populate formulas to support calculation of performance measures was added.
  • A new Implementation Schedule was added to facilitate project management and quarterly performance reporting, including the ability to estimate the tasks to be completed each quarter throughout the period of performance and to document actual task completion dates.
