In accordance with the Homeland Security Act of 2002, as amended (Homeland Security Act), FEMA uses a risk methodology to annually calculate the “relative threat, vulnerability, and consequences from acts of terrorism” for the 56 states and territories and the 100 most populous metropolitan statistical areas in the United States (as defined by the Office of Management and Budget and implemented by the U.S. Census Bureau).
FEMA is undertaking a comprehensive, coordinated and collaborative review of the State Homeland Security Program and Urban Area Security Initiative risk methodology, including soliciting feedback from our stakeholders to develop recommendations for future modifications to the methodology.
FEMA’s Grant Programs Directorate is seeking feedback on the Border Index and Methodology Model aspects of the risk methodology. The document below includes new questions related to the Border Index and Methodology Model.
