Risk Methodology Feedback – Border Index and Methodology Model

In accordance with the Homeland Security Act of 2002, as amended (Homeland Security Act), FEMA uses a risk methodology to annually calculate the “relative threat, vulnerability, and consequences from acts of terrorism” for the 56 states and territories and the 100 most populous metropolitan statistical areas in the United States (as defined by the Office of Management and Budget and implemented by the U.S. Census Bureau).

FEMA is undertaking a comprehensive, coordinated and collaborative review of the State Homeland Security Program and Urban Area Security Initiative risk methodology, including soliciting feedback from our stakeholders to develop recommendations for future modifications to the methodology.  

FEMA’s Grant Programs Directorate is seeking feedback on the Border Index and Methodology Model aspects of the risk methodology. The document below includes new questions related to the Border Index and Methodology Model.

Links to additional documentation on the risk methodology are posted below, including a graphic showing the methodology design and data sources used to populate the fiscal year 2021 risk methodology.

To provide comments, please use the fillable pdf document posted below. Once you have completed your input, save and email the document as an attachment, or send your response in a separate document, to FEMA-MSA-Process@fema.dhs.gov. Responses are due no later than 5 p.m. ET on October 29, 2021. All responses will be reviewed and considered as part of FEMA’s comprehensive review of the SHSP and UASI risk methodology.
