Cooperating Technical Partners 101
Cooperating Technical Partners (CTP) 101, which is also referred to as course number IS-2101, is a self-paced eLearning course for beginners.

The CTP 101 course is open to all. The value of the course may vary for each user level.
- Prospective CTPs: (Pre-partnership evaluation) – explore the basics of the CTP Program to understand if the Program is a good fit for your organization. Obtain the course completion certificate to become eligible to be a CTP.
- New CTPs: (1-3 years) – gain a detailed overview of the program from funding basics to the future of the program. New CTPs gain a basic understanding of program elements, functions, terms, concepts, and helpful tools.
- Mid-Level CTPs: (4-10 years) – review of program basis, clarification of foundational concepts, exploration of available tools and resources, introduction to evolution and program direction.
- Senior CTPs: (more than ten years) – review of program basics, clarification of concepts, program evolution details, and direction.
Requirements for Completion
To complete the course, students must pass the final assessment with a 75% or higher. Students may repeat the assessment immediately (or as needed) to achieve a passing score.
CTP Special Topics Course
FEMA hosts the CTP: Special Topics (E241) training twice yearly at FEMA's Emergency Management Institute (EMI) in Emmitsburg, Maryland. View the current year course training schedule. The course is held twice annually in person at:

From time to time, FEMA also hosts CTP–related training that can be accessed remotely. Training is available through live webinars (also recorded and stored in the training library located on the CTP Collaboration Center) and eLearning. Refer to the CTP 101 eLearning course information in the previous section.
FEMA continues to monitor the guidance of the Centers for Disease Control and Prevention (CDC) as it relates to COVID-19. To mitigate the spread of COVID-19, the CDC is encouraging organizations to promote social distancing, hold meetings via videoconferencing, reduce non-essential travel, and adjust or postpone events and gatherings.

About the Course
The CTP: Special Topics (E241) is an invitation-only course. To receive approval from EMI Admissions, potential participants must receive a pre-approval letter from the CTP National Coordinator. If interested in attending, you should contact your FEMA Regional CTP Coordinator.

This course is designed specifically for states, tribal/territorial nations, regional agencies and local communities that are participating in the CTP Program. The CTP: Special Topics (E241) is typically geared toward CTP Program participants who are playing an active role in the flood hazard mapping process but is sometimes also open to Risk Mapping, Assessment and Planning (MAP) program staff, State National Flood Insurance Program Coordinators and others.
CTP organizations must have an active partnership agreement, individuals must complete the current year’s Special Topics course interest survey, receive a pre-approval letter from the CTP National Coordinator, submit a resident course application to National Emergency Training Center (NETC) Admissions at EMI.
How to Register
To register for the CTP Special Topics Course, applicants must complete the course interest survey distributed annually. After completing the survey, applicants will receive a pre-approval letter signed by the FEMA National CTP Coordinator. Applicants must then apply to EMI through the National Emergency Training Center (NETC) Admissions Office. NETC will respond with approval or denial via email.

- The pre-approval letter must be attached to the application or Admissions will not approve the application
For the CTP: Special Topics (E241) at EMI, there are no tuition fees for eligible applicants. All instruction, course materials and housing are provided at no cost. Participants are responsible for the cost of the meals provided and for personal, incidental expenses. (All students attending EMI courses are required to purchase a campus meal ticket for the period of their course.)
Students from state and local governments will be eligible for reimbursement for one round-trip fare by common carrier (economy coach class or lesser accommodations) for each session attended; first class and business class airline tickets will not be refunded. Airline tickets must be presented at registration. Students within driving distance traveling by privately owned vehicle will be reimbursed the current federal mileage or the state ceiling, whichever is less.
Additional information regarding fees and stipends can be found in the current National Emergency Training Center Welcome Package. Contractors may attend the Special Topics course, however:
- Travel costs are NOT reimbursed.
- On campus lodging is covered once the contractor is officially registered as a student in the course, through NETC admissions.
- Meal costs are the responsibility of the contractor as they must purchase a campus meal ticket for the period of the course.

Training Resources on the CTP Collaboration Center
The CTP Collaboration Center houses tools, resources, and important information accessible to CTPs, FEMA staff and contractors. It serves as your one-stop-shop for accessing learning resources, trainings, and webinars.
