Deputy Associate Administrator

As Deputy Associate Administrator for Response and Recovery, Keith Turi serves as the senior career official leading FEMA’s response, recovery, logistics, field leadership, and field operations nationwide.

From January 2022 – December 2022, Mr. Turi served as the Assistant Administrator for Field Leadership where he stood up a new Directorate to support the Federal Coordinating Officers and Incident Management Assistance Teams. In this role, Mr. Turi supported the development and progression of field leaders, building an organization focused on best-in-class customer service and improving outcomes for disaster survivors. Prior to this, Mr. Turi served as the Assistant Administrator for Recovery beginning in April 2018. In this role, Mr. Turi was responsible for overseeing disaster recovery operations nationwide, the management of billions of dollars in disaster aid annually, and an organization of more than 4,000 employees.

A career member of the Senior Executive Service since 2015, Mr. Turi has served in numerous FEMA roles, including Deputy Assistant Administrator for Recovery, Director of the FEMA Recovery Analytics and Budget Division, Senior Policy Advisor to the Assistant Administrator for Recovery, Senior Policy Advisor for the Office of Policy and Program Analysis, and the National Program Lead for the Hazard Mitigation Grant Program.

In 2021, Mr. Turi was awarded the Presidential Rank Award as a Distinguished Executive as well as the Department of Homeland Security Outstanding Service Medal. These honors recognized Mr. Turi for his steadfast leadership, superior public service, and significant contributions to strengthening homeland security through a series of unprecedented and historic events, which includes ongoing recovery operations from the 2017 hurricane season and the COVID-19 pandemic. During calendar year 2020 alone, Mr. Turi oversaw the obligation of more than $70 billion in disaster assistance.

Mr. Turi’s extensive emergency management background includes three years with the State of Massachusetts, working on emergency management and mitigation issues. In the private sector, he supported a range of federal, state, and local clients on mitigation and recovery-related contracts. In total, Mr. Turi has worked in the emergency management field at the federal, state, and private sector levels for more than 20 years.

Mr. Turi holds a Bachelor of Science in Civil Engineering and is a registered professional engineer in the Commonwealth of Virginia.
