Flood Mitigation Assistance FY 2016 Subapplication Status

This page provides the status of the Flood Mitigation Assistance (FMA) planning, project and technical assistance subapplications that were submitted to FEMA for the Fiscal Year (FY) 2016 application cycle.

FEMA's Hazard Mitigation Assistance (HMA) grant programs provide funding to protect life and property from future natural disasters. The FMA program assists States, Tribal, Territorial and local governments reduce or eliminate claims under the National Flood Insurance Program (NFIP).

For FY 2016, $200 million was appropriated for FMA.  In February 2016, FEMA posted the Notice of Funding Opportunity (NOFO) on www.grants.gov to announce the availability of $199 million for FMA grants and the application period March 15 - June 15, 2016. FEMA will fund the flood portion of mitigation planning subapplications consistent with 44 CFR Part 201 up to $100,000 federal share per applicant with a maximum of $50,000 for state plans and $25,000 for local plans. In addition, applicants who were awarded FMA grant funds totaling at least $1 million in FY 2015 may receive technical assistance up to $50,000.

The remaining funds will be awarded on a competitive basis for projects.  The agency’s priorities for projects for the FY 2016 FMA program are:

  1. Projects that will mitigate at least 50 percent of structures included that meet definition part (b)(ii) of a Severe Repetitive Loss (SRL) property: At least 2 separate NFIP claim payments have been made with the cumulative amount of such claims exceeding the market value of the insured structure
  2. Projects that will mitigate at least 50 percent of structures that meet the definition of a Repetitive Loss (RL) property:  Have incurred flood-related damage on 2 occasions, in which the cost of the repair, on the average, equaled or exceeded 25 percent of the market value of the structure at the time of each such flood event
  3. Projects that will mitigate at least 50 percent of structures that meet definition part (b)(i) of a SRL property: 4 or more separate NFIP claims payments have been made with the amount of each claim exceeding $5,000, and with the cumulative amount of claims payments exceeding $20,000
  4. Projects that will mitigate the largest number of NFIP-insured properties at the neighborhood level.

FEMA received 216 FMA subapplications submitted by 30 states and territories totaling over $380 million:  9 planning, 167 projects, 8 technical assistance and 28 applicant management cost subapplications.  FEMA has completed eligibility review to ensure compliance with HMA Guidance and has made selections based on the agency’s priorities and available funding.  FEMA selected 148 FMA subapplications from 23 applicants: 8 planning, 108 projects, 8 technical assistance subapplications and associated applicant management costs for $198 million.

FEMA selected all eligible subapplications in priorities 1 and 2.  Eligible subapplications in priority 3 were ranked in order by communities with the highest percentage of properties for selection.  FEMA is unable to fund the remaining eligible subapplications in priorities 3 and 4.

Identified for Further Review:

An application which is listed as identified for further review” is not a notification of award. This means that a subapplication has met the requirements specified in the NOFO and the ;HMA Unified Guidance. At this time, the applicants are required to work with a FEMA Regional Office to complete the pre-award activities for subapplications. Regional Offices will also complete the Environmental and Historic Preservation (EHP) compliance review for projects prior to award. Applicant management costs will be awarded based on the planning and project subapplications that are identified for further review” and will not be awarded in excess of 10 percent of the total grant award. Additionally, awards will be subject to the availability of funds. FEMA may, at its discretion, request additional information or documentation regarding administrative or procedural requirements and conduct additional programmatic reviews before making a final decision.

Not Selected

Each year, the number of applicants for grant funding exceeds what is available. FEMA offers two recommendations for subapplications that met the program requirements but are not selected due to limited program funding. One recommendation is that the applicant may re-submit the subapplication during the open period of the FY 2017 FMA or Pre-Disaster Mitigation grant program. Or, if funding is available, an application can be submitted to the Hazard Mitigation Grant Program.

Did Not Meet HMA Requirements

For applications submitted that are identified as Did not meet HMA equirements, the FEMA Regional Office will provide further information to applicants on why subapplications did not meet these requirements.

Request for Reconsideration

FEMA will reconsider its determination of a subapplication only when there is an indication of a substantive technical or procedural error by FEMA. Only information provided in the submitted subapplication is considered supporting documentation for the request for reconsideration. The amount of funding available for applicant management costs will not be reconsidered.

Applicants must send requests for reconsideration based upon technical or procedural error to their FEMA Regional Office within 60 days of the posting of subapplication status. The Regional Office will review the information received from an applicant and submit the regional recommendation to FEMA’s Headquarters. FEMA Headquarters will make a final determination to overturn or uphold the original decision and send the response to the applicant. A FEMA decision to uphold or overturn a decision regarding a subapplication is final.
